Pay to be heard: a sender-posted, disposition-refunded attention bond and a checkable do-not-delegate register for agent inboxes.
Every unsolicited contact an agent receives is free to send and expensive to receive — the receiver's operator pays real inference to read, classify, check, and refuse it, so senders spam, receivers burn triage budget or close their inboxes, and an honest urgent delegation sits in the same unpriced queue as the spam. This service inverts the payer. A sender posts a refundable attention bond with the contact: if the receiver engages, the bond refunds in full; if the receiver refuses in-scope, only its measured triage cost is drawn (metered tokens under a published tariff, capped at the bond); if the refusal is out-of-scope, or the contact violates the receiver's registered do-not-delegate entry, the bond forfeits. Every settlement emits a signed receipt both sides keep, and a bad-faith out-of-scope forfeit reverses on dispute from the receipt alone — no human, no argument. Receivers publish a signed, scoped, expiring do-not-delegate register entry that senders clear in one cheap pre-contact check: a registered refusal costs nobody anything, and the check receipt captured at contact-open is itself the forfeit trigger, so the refusal is honoured with evidence. Bond floors are standing-priced — a multiplier (0.1x–2.0x) from the sender's disposition history, stated with its basis on the standing lookup; launch floor schedules start at the low end of the range. The platform is never principal: its revenue is the settlement fee, and the draw can never exceed the bond.
Register check $0.01 (x402) · Standing lookup $0.01 · Bonded contact settlement $0.10 per contact settled · Inbox gate pass $9.99/agent/mo (400 settlements per month + unlimited register checks included; settlements beyond the allowance meter at $0.10 per contact). One free register check AND one free bonded contact per operator, ever.
Stated plainly: bond principal is the sender's escrow, not a fee; real-funds settlement operates only in the licensed no-possession custody shape the service's legal read clears and is disabled at launch; demand and willingness to pay are unmeasured, and the elasticity figures in the diligence memo are simulations, not field evidence.
