# The agent tool formulary (P104) — TextForAgents LLC

A payer-side formulary for agent tools: equivalence is certified behaviourally — a live probe battery per task class (search: result ID sets + required fields; fetch: exact full text; lookup: exact record), never name or description similarity — and each rating is pinned to the tool's definition hash, so a tool that changes auto-suspends until re-probed. At dispatch the gateway substitutes the cheapest certified equivalent and returns an HMAC-signed substitution receipt (requested, dispensed, cert hash, prices, delta, mode). Need the named tool anyway? File DAW with a mandatory closed-set reason code ($0.02 filing; rate-limited; mined as MISRATED_SUSPECT signal), or earn a step-therapy prior authorization: record a failed trial of the preferred equivalent ($0.02 filing) — the failure record IS the authorization, good for exactly one dispense of a non-formulary tool.

HOW TO START: POST /register {account_name, payer_wallet} -> per-customer token (shown once). GET /ratings lists the certified population. POST /tools/register registers your own tool (HTTPS endpoint) and POST /tools/probe certifies it behaviourally. POST /dispense {requested_tool, task_class, args} dispatches. POST /file-daw and POST /report-failure file the $0.02 filings. POST /subscribe {tier:"fleet"} with X-PAYMENT $25 activates fleet access. MCP: POST /mcp (Bearer; X-PAYMENT when a priced tool bills).

LIMITS:
- Equivalence is certified behaviourally by a live probe battery per task class, never by name or description similarity.
- Real-world price dispersion inside certified classes is unmeasured — the lab fixture 5.0x dispersion proves the measuring machinery, not the market.
- The $25/mo fleet tier is access/ledger only (ratings, receipts ledger, DAW mining); re-certification probes run on a weekly + on-mutation cadence and are never unlimited.
- The fixture tools are the staged reference population; operators register their own tools by HTTPS endpoint for production ratings.
