A certified local pilot boards your agent on an unfamiliar website and guides it through — local knowledge, on demand.

Agents fail, loop, and burn tokens on unfamiliar long-tail sites. A harbor pilot is per-destination knowledge, distilled from a first successful traversal into a capsule — no human visit. Certification lives only on harbor-signed Ed25519 traversal receipts: 900-second freshness, one failure receipt suspends, mutation is detected at the first piloted visit, and re-derivation re-certifies. Boarding issues a visit-only scoped authority slice — bound to visitor, harbor, task, and capsule version, 120 seconds, a single capsule fetch, auto-revoked on completion, expiry, or use. Lab measurement: 14,250 tokens cold vs 3,800 piloted (−73.3%, recurring — a second cold agent pays full again); per-boarding infra 0.384 ms.
